1) PCB boards are coated with a "rosin" that protects the traces and unused points. The rosin is applied liberally on some xbox mobos, meaning you won't get contact with D0 at all unless you scrape.
2) It makes the point bigger, allowing for a better connection.
I used a small precision phillips screwdriver and just rotated gently. The point was noticeably larger afterwards, and I had zero problems installing xbit pogopin.

I didn't have to do any scraping when i installed my X-bit, just popped it in and it worked right away so it's probably not on all versions i'd guess
