What's The Difference Between Different Reboots?

When you choose "Reboot" from the EvoX menu, the Xbox reboots with the flubber animation.
However, when you "return to the dashboard" from an application, the Xbox seems to reboot, but you don't see the flubber animation, although in effect the Xbox undergoes the reboot sequence.
So,... what's the difference between these two reboots?

it does basicaly reboot, cept doesnt go thru the bios again

If both reboots accomplish the same thing, then I think EvoX should change, because the flubber animation wastes time!
