Trying To Use Hd In Pc That Was Formatted In Xbox

It turns out that it wasn’t and now I would like to try another 250GB hard drive I have in it to see if that will lock. My problem is that when I tried to format the 250GB drive that would not lock in the Xbox in my PC, it did not show up in the computer management disk tools, and it also just sat there clicking.
I want to be able to put the drive that wasn’t lockable in my pc, format it and copy all the contents from the other 250GB drive over. Then check to see if the other 250GB drive is lockable in the Xbox.
Is there someway I could format this unlocked hard drive again so that it is not setup with the Xbox file structure?
After searching through 35 pages of search results, I did not find an answer.

drive is constantly resetting itself, and is pretty much toasted.
Do you see the drive in device manager? If not, check to see if the drive
shows up in BIOS, if not, you probably have it jumpered wrong. If its
jumpered right, cabled correctly, and still does not show in BIOS,
Assuming the drive is unlocked and working properly it should show in
disk management. You will have to initialize it first, then partition and
format. After that, it will get a drive letter and appear in "my computer".

as unallocated space if the OS doesn't support the file system. But it
can be partitoned and formatted for WIN2k through win2k.
EDIT- The drive is unlocked, right?
