I've read through the ini file and the readme file, and I haven't found anything about this.

I know it's possible to enable debug mode with the bios so I can boot to the XDK. Can I have that option enabled, but have the system boot as if it weren't a debug bios if I hold a button or something? Or on the contrary, can I have the debug mode turned off and hold a button on boot to enable it?

I'd rather not have to fiddle with my dip switches every time I want to toy around in the XDK.

you could always just have seperate bioses, one with debug enabled and one without depending on the bios capacity of your mod chip.
Mine has 4 mb muhaha.gif

I've got an X-BIT.

The whole point behind wanting something like this is so that I don't have to always fiddle with the dip switches in the back.
