Low Voltage On Lpc

I have a problem. On the LPC, pin #5 only gets about half the voltage it needs (3.3v if memory serves, according to the LPC Diagnostics I found on here), and #1 isnt getting any at all. All the others read perfect to close enough. Anyway, I found were the LPC points lead to and did an ohm check, and they all are fine, less than one ohm. It also doesnt look like any of the tracks are broken or burnt. Anyone have any ideas?

BTW, I have soldered it about 3 times, taken the pin header out and just tested the point itself and still nothing. I used an Xecuter3 ce on a v.1.0 box.

Anyone got ANY ideas? Should I just replace the mobo altogether? Any and all help is greatly appreciated.
