Okay, we would need someone that can work with an xdk and have them open up the .xbe in the dlc and mod it to stop the checksum from happening to check the .inis and the cars.ini so we can put the cars from pgr2 in the dlc folder with classes and the game will think they are dlc.

Modify the XBE and your ass is banned. Run a modified kernel to load an XBE off the HD and your ass is banned. If you want to modify content for the game, and have it work on live, you'll need to resign it using content signing methods (not standard noroam / gamesave resign!).
If you don't already know how to do this, well... look somewhere else, it is out there. But like mentioned before, this is nothing new.
