I'm buying an Xbox 360 soon and with all of the eBay auctions that include and websites that advertise external Xbox 360 cooling devices I cannot help but worry I may actually have to spend money on one for myself. Is this just another way to milk money out of the unknowing consumer or will I need to invest in one of these devices?

It's not needed. If you have a problem with heat or console malfunction, you return it to MS ASAP. Also, it is reccommended to get the extended one year (hell, maybe 2 year) warranty, but that is with pretty much any expensive electronics.
This will cover your bases, guaranteed, whereas one of these coolers will not and some argue that they really do very little. I won't give my opinion... but I'd say go with the warranty.
