From next-gen.biz:

The European Commission has created a fund totaling €1.5 million ($2.1 million) to support game development.

EU based developers must have successfully developed one product since January 1, 2005 to be eligible for a grant, which can be used to cover all aspects of production. Grants are considered to be direct aid and won't need to be repaid.

New PC, handheld and console developers can apply for up to €100,000 ($139,000), while for projects already under way the minimum grant that can be applied for is €10,000 ($13,400) and the maximum is set at around €60,000 ($83,000).
