generally i don't think so. I think the only way is to modify a bios like 4976.02 and have it look for different .xbe's other than the default.xbe
this way you manually select the things to play and it won't run the game at start if its in the tray.

The Xbox Read the DVD Drive first, so if there is a disc in there upon start up then it will boot. You must load the xbox with the disc drive out for it to boot to alternate dash. You can then open and close your Drive at will

thats just in evox, if you pop a game in will it launch or not, if your booting the bios always look in the dvd drive first then runs evox (or msdash or whatever) the only weay to prevent games from loading on boot is to edit the bios
