Yes. Basically, any Linux development isn't going to be able to take advantage of the GPU-specific stuff at all. It's like targeting DirectX software drivers. Sony doesn't want homebrew to compete with their own games, at all.

Wasn't there an XNA game that moved to XBLA? I think that is the promise, once more projects start hitting the scene. It's been half a year, and the XNA arena still seems strangely quiet. I can understand some people being disappointed at the lack of networking/Live support, but I think proving you have something "Live-worthy" is a good goal, and I'm sure Microsoft is looking at XNA as a sort of "Minor League" for developers on the Xbox 360.
