I found an interesting post here explaining that a hacker got Windows 7 to run on a 266mhz Pentium II machine with just 96MB ram. So, in theory, it could be done on an Xbox with a 128MB ram upgrade. Hmm...

Thoughts?

Hardware (power) specs aren't important. The xbox has enough power for XP, 98, 95, but they don't run.

Windows is not compatible with the slight changes to the xbox hardware (vs PC).

If you want to run windows ask madmab if he could look into porting DOSXbox with the tweaks needed for 32-bit Windows. (If he hasn't already.) That is the only possibility for decent windows on xbox. Windows 3.11 will run somewhat smoothly in current Dosxbox.
