Not that I care, I just want to start a website on modding all the consoles, I was just wondering how illegal would a website consider it? Just that if you don't post any place where to get games, ROMs etc...Should it be fine? Because in reality the only thing your doing is breaking their terms by opening it up right?

its illegal under the DMCA in the US, and probably also illegal under the Digital Economy Act in the UK, DADVSI in France and the Copyright Directive in the EU

however there have been no successful prosecutions (and only 1 attempted) under any of these laws
