Update:

I was able to successfully change 2 Jay "FNG" saves!!

The first was the male soldier. I changed the Attributes and replaced the feats. The second was the female soldier and I made the same changes.

I'm able to change small things like attributes, but I'm unable to add custom items like the author of the Stormsinger/Voxangel's gamesaves did over at http://home.alltel.net/jls31/. Is there a way to do this?

Not through a save file alone. Those saves were made by modding game files in the same way the PC version is modded. Nothing was added or modified through the save file itself.

My husband was trying to play the downloaded game mod for the male scout and he gets stuck at the door where you would normally have to level up before you go on. Trask never mentions bastilla, and the two sith that are supposed to be right in front of the bridge for you to kill are already dead. is there any way to fix that? or would jay fng have to redo the save...

I don't think there's any way to fix it on your end. Even editing the save wouldn't restore the trigger point(since it's a scripted event).
