I'd like a program that runs on the PC that searches the local network for xbox traffic, and identifies what games have system link games running, being requested, or are hosting and tells the ip. Anything like that out there? It would be handy on this college campus so I know what game to play and if people are system linking!

System link traffic is all encrypted, so that's not an easy thing to do. Also when using system link, the Xbox always has the IP address of 0.0.0.1 so you won't be able to get that information, only the MAC address.

When in system link every xbox on a network has that same IP? that's odd
Yeah it makes it so you can just plug a bunch of Xboxes into a hub and play. You don't need to worry about DHCP, IP addresses, etc. It also means the traffic isn't routable, which is why you need things like Kai and XBC to use system link over the Internet.
