Help With Steam, playing games offline Options

i just recently found some half life mods that are really cool, the game i'm trying to play is a mod called brainbread

anyway, i'm not interested in playing online that much, and since i have dial up i'm not always connected to the internet

since people on the internet stole 3 of my cd keys i had to use my brothers account, which he had working fine and all, and he is able to play all the games fine

i tried his account on my computer and i had the game brainbread working when i was connected to the internet

the next day i wanted to play that game offline, just i went into steam and clicked on play in offline mode, then i click on the game i want to play

for some reason it keeps telling my that this game is not ready for offline mode

how the hell can i make it so i can play this without going on the internet to play
on my brothers computer he can play it any time without going on the internet so why the hell does it tell me that its not ready for offline

i just want to play this one game
