What I am trying todo is format a harddrive using pc then plugging the hard drive into xbox360's USB port and having it work as a hard drive instead of a 16GB memory unit

You cannot do that. Any USB device will only function at a maximum of 16GB.

HFS+ is just a MAC OS filesystem that doesnt say much really

HFS+ won't do you any good. You still can't use a USB device as a full-featured hard drive.
