So I want to get a mod chip and I was looking at an Xecuter 3 ce and I was looking at it at llamma.com.
I saw that in the huge list of things that the chip does and/or supports it said "New No-Solder Pogo Pin Install Option Available". Does that mean that chip can be installed on your xbox without any soldering? If not what is a good chip that is easy to use for beginners that has no soldering required?

It can be, but you need the Xapt3r.
AND you'll need the 1.6 Xapt3r if your box is version 1.6.
If youi do your research, it is noob friendly.

be careful with the solderless because although it works well, when you move the xbox, there is a chance the adapter will shift out of place and need to be reset. If you have solder skills at all, then just solder the chip in place.
