The Xbox Utils forum is NOT here for you to request software! It is here to provide you with technical support in your use of such software. This should go without saying, as it is a forum-wide rule. Any requests for software will be immediately deleted or moved to the Garbage Bin, hopefully before anybody else has a chance to acknowledge such behavior.

That being said, many Xbox tools can be obtained by visiting the Xbox-Scene Download pages.

If you cannot find a certain tool at either one of the above pages, then it was likely created with MS's Xbox SDK, frequently called the 'XDK'. If this is the case, you can check the #xbins channel on EFnet. Upon entering, you will be given instructions that will point you in the right direction with regard to obtaining such software.
