what exactly does hard drive locking do, specificly where is the key stored,
is it stored on the actual disk or on an a seperate chip on the controller,
because if it is on the disk, a low level format could reset it

Does anyone know?

yep, it's a noob question!

havent any idea what the answer is though, I think it's in the controller of the HDD, and is unique for every HDD (kinda like a serial number)

It is stored on the hard drive electronics... probably in an eeprom or flash device. And no.. a low level format wouldn't work since the drive wont except _any_ ata commands (except of course the unlock ata command) until it's unlocked.
