How Can I Restore A Dashboard.ini File Options

i installed a mod chip and got it working for about 2 hours. dueing which i installed slayers V2.5. which has renamed my dashboard.ini. on my hard drive, my mod chip has now died. is there a way to replace that file. i can not get passed the screen were is says MS and then XBOX in green. it then gives me an error screen "16".

is it possible to:
1) connect my hard drive to some1 else's Xbox as a slave drive and do an exact copy of there hard drive on to my hard drive.

2)Make a boot/recovery disc which will allow me to replace the "ini" file.

3) connect my hard drive directly to a PC and access it that way, replace the file then put it back into the xbox.

Any suggestions welcome
