use goo gone, or goop off (there the same thing) to clean off the exsisting compound, then use alcohol (the more the % the better) to wipe them squeky clean

no, but u must/should clean it off somehow, because its on the heatsinks alos if u dont wanna buy it, just use alcohol and some scissors for the heatsink, and just alcohol and cotton swabs for the cpu and gpu

I wouldn't use any sand paper to get rid of the goo cos, you don't want to make any scratches no matter how small in the surface of the heat sink as this could decrease the amount of heat conducted away from the cpu/gpu even with the thermal compound.
I have removed lots of crap like that before off old processor heatsinks and have found that plain old white spirit usually does the trick.

You can sand the heatsink, I've seen tuts all around for doing such a thing. As was stated it's called Laping. I've seen one tut where the guy lapped his Heatsink AND cpu, start corse, get finer, and polish it up, gives you a flatter surface and marries the heatsink to the cpu better.
