how do i save a games state like for instance double dragon how do i save the game so i start off in the same level using xsnes9x?

Press the right joystick button and select save states. How could anyone possibly miss that?!

click the right thumbstick to bring up the Snes9X menu, from the menu select Save State, then choose a free slot.

oh and make sure you exit the game before you turn off the xbox
if you don't the game won't save
