Winbond Flash Error, Flash Errors Out In Raincoat Options

Hi, I have a v1.4 xbox with a Winbond 256k TSOP. I am trying to fix the bad flash with my 29-wire xray chip. I have installed my chip correctly and everything boots up but when I go to flash the TSOP via telnet with raincoat 0.7, the flash always errors out. I have tried to flash 4 times with different bios's, but it errors out when it verifies the flash and the xbox doesn’t boot off the TSOP. I have cut the right wires on my 29-wire chip. Here is a copy and paste from the dos prompt:

Why does it have a programming/verify error? I know my TSOP write points are connected correctly because I have flashed this TSOP before with no problem. I’m puzzled. Any suggestions?
