once i install the bios (xecuter), how can i tell its properly installed when i turn on the xbox? should i different menu appear?

WhEN you turn on the xbox, underneath the xbox logo instead of seeing MS you'll see "XECUTER2".

When it boots up and you see the Big green X, it should say 'XECUTER2' underneath rather than
M ICROSOFT. You can now boot up with an Evox disc to gain FTP access and go from there, or obtain one of the many installer discs that are knocking about

i followed everything here

and downloaded Xecuter, just to make sure, a bios could be a .rar file right?

i wrote it to the chip, but stills says MS when i start up, so i guess im missing something!

What do you mean by "I wrote it to the chip"?? You need a boot disk of some sort to flash your bios or if you have one of them chips that has an external flashers.

im not supposed to use the x-control program and write it to the X-chip (using the USB cable plugged into the chip!?
