0a - remove the entire old non working neogenesis dir from your xbox 0b - go into the msdashboard and remove the neogenesis savegame from there 0c - reboot xbox
1 - download neogenesis from xbins (get the compiled version, do not download the source code)
2 - use the latest version of winrar to unrar/unzip the emulator into a dir you call Neogenesis
3 - check if there is a file called default.xbe in your new neogenesis dir (it should be there)
4 - are there also dirs in the neogenesis dir? (should be there, if not you messed up the unrarring part)
5 - setup an FTP connection to your xbox
(do not transfer roms right now, lets just stick to the emu itself
6 - transfer the entire Neogenesis dir into a dir of your choosing (i always use the emu dir myself, since emu's belong in an emu section and not in apps /end rant)
Now reboot again just to be sure.
should this not work you should try to get in contact with someone who has the same modchip and/or bios as you and ask them if they too have the same problem.
you could always to Delete your Evox dashboard since its a pretty boring dashboard compared to the others available, and try to see if it makes any difference (i have encountered people who had problems with programs/emu's which were gone once they changed to a newer dashboard.
Might i suggest looking into either UnleashX(my favorite) or Avalaunch both of these Dashboards are very well supported by their creator/s and are much more nicer the boring evox.
