Whats the Difference between PAL and NTSC?

I have the PAL teainer and it Doesn't Work =( whenever i select my profile, some CANNOT CONNECT TO XBOX LIVE bullcrap comes up! and
1) My ethernet cable isn't even connected!
2) my xbox is modded.
Help? can any one send me their save for forza?
