So whats the very first step that I do after getting my xbox modd?
DO I flash my bios first or Burn slayer first?

Or is there a different step that I do first

Does it mean someone is modding your box for you and sending it back?
Your question all depends on what you mean and is very non specific

Burn the CORRECT bios onto a cd called bios.bin, boot up with your chip enabled, select flash from cd, hope your falsh was good, get a slayers dic, format your hard drive, install apps/dash/etc
