Stuck Towards Beginning, can't control T3 Options

I've done tons of stuff on beginning of game, then found myself stuck trying to get into fuel depot. Looked up hints and it says you're supposed to be able to comm. link to T3 after you get guy out of jail. I've done tons of stuff since then and tried to go back and comm. with T3, but it won't let me. It says that "presumably the T3 isn't near hangar" or something like that. I've searched everywhere, but can't get past this! please help.
