I've been reading the tutorials on how to fix an error 16 problem and I've come to the conclusion that the only thing that really needs to be done is have the clock reset. I started thinking about the process the Xbox takes on its startup. It checks the time via dashboard.xbe correct? after it doesn't find the dashboard.xbe it brings you to the error screen. I was wondering what if I burned just the file 'xboxdash.xbe' to a disc and put that in the drive then shut the xbox off and started it back up with the disc in it. Would the xbox read the disc and see the xboxdash.xbe file and recognize the time?

No. it will not boot anything off the dvd drive. Have you ever left a game in the dvd drive and unplugged your box for like 5 hours? The first thing it does is it boots to the dash to set the clock before ever booting the game. so no, unless you set the clock it will not boot off a cd.
