This picture

Can someone tell me where the red via (open circle) goes to? The copper pad got lifted off of it So I can't ohm check it to other components. Or, is it just there to be there for the purpose of attaching/soldering something to it? I really don't want to spend the 20 bux to buy a broken mobo to fix this one thing...
