A friend of mind gave me a 1.6B xbox mobo with it's stock drive with an error code 16 problem. It's unmodded/unchipped. I was wondering if installing an Xecuter 3 CE chip and flashing it with the right BIOS would let me skip over that or not?

Yes, most any modchip will allow you to skip past error 16.

However, restoring the Xbox's C drive to stock using XboxHDM and the technique of hotswapping can also prevent error 16. How to do this is shown by the XboxHDM guide in my signature.
