If I didn't have a DVD-ROM, could I install multiple hard drives on the same x-box?

Yes, you could. There are a few tutorials on doing this here.

Keep in mind, though, that only one hard drive could be operational at a time. It would not be possible to use both drives simulataneously.

unless you rigged one via usb which wouldnt really be worth it IMO.

If you want - you could get one of those x-tender kits (i think that's what they're called) and have your DVD rom, plus 3 (or is it 5?) hard drives installed in your xbox. Plus, your xbox would end up being a bit taller. I don't think they're very expensive - but i don't know how good they are either.
