Does the PS3 have to be on to charge the battery? and will there be a device like the quick charge on my xbox 360... i guess not, since you cant take the battery out and plug it into a charging device... too bad really.

No. You can charge from ANY powered USB port - from a PS3, computer, or (my fav) a cable/sat set top box.
