Dear God, it's called a statistically random survey. You get a certain amount of sample statistic and make an inference about a population parameter; and you do it in such a way that it is statistically valid.
I don't know if that's what they based this figure on, or if it's some guy speaking out of his ass. But if it's taken to be valid it's likely based on that.
Don't you wonder how they are usually fairly accurate on presidential election polls? They don't survey every American, they devise a statistically random poll that can be used to estimate a population parameter. And it works!
In fact, this applies for every (virtually) every field where it's impractical (or impossible) to survey every single aspect (i.e. Impractical to survey the ~10m people that bought Xbox360; Impractical to survey the ~300m Americans if they'll vote and who they'll vote for; Impractical to test every aspect of computer digital logic because that number would be at least 2^128 tests -- or simply put astronomical).
