Your all wrong! These are returned systems from xmas that people either swapped their broken ones for new ones and/or modding gone bad! Walmart is very bad about putting returned items "as long as it looks sellable" back on the floor for sale. My story is this, I bought an apex dvd player back in 2001, you know the one that played everything, and the first one i got home didn't work and it had a dust ring on top of it like a cable box or book sat on it. The second one had a marker scribble on bottom of it, probably from a kid...it worked but i returned it never to buy electronics from walmart again!

The so-called "3 rings of death" is just how system tells you to CHECK the video connector cable. Had the same problem 2 weeks after I bought my 360. Wiggled the video cable, and it worked. It is the same way the old xbox would give a random color ring if it couldn't detect a connection to a tv or no cable was connected.
