I was wondering is this going to be to hard to cut out IPB Image

The fine detail will be hard but it is possible. Use a fine tipped dremel bit when cutting out those small cuts and be sure to set the rotary tool to a lower speed so you don't melt the plastic together.

do they sell bits for the dremel that could cut that need somthing small

i know u want to do it by hand but i would recommend water jet if u would like super clean cuts

I would cut out the image a little at a time, don't rush through it. And use a fine grit sandpaper to smooth out the roughness from the cuts. The two drill bits above will work fine. They can be purchased at any local depot store, same with the rotary tool (Dremel is a good brand).
