Is it just me or does this look at least a little bit lame? If you download MAME you get like hundreds of vector-based games like this.

Is this one I'd have to buy the XNA stuff to be able to play? Either on windows or the 360? If it is, definitely won't bother.

I was able to download it without being signed in. I assume you can run it on Windows, which is free.
