I have 3 remote controls.

surround sound system made for xbox
comcast cabvle remote which controls tv
xbox 360 w/ hd add on media remote.

is there any remote that can control all of these?

i just cant find anythging that does the surround sound or the 360

Any Logitech Harmony remote will do that, and usually with just one button press. You connect the Harmony remote to your PC to program it, so most codes are automatically entered to the remote from Logitech's web site/software. On the off chance it is not, it is also a learning remote.

The Logitech Xbox 360 remote is also a Harmony remote, you can't go wrong with that one.
