1086v33 is a voltage regulator. Should be able to pick one up from pretty much any electronics supplier.
Actually, 3.3v is available inside your PC. It's one of the standard voltages supplied by the PSU, and could easily be picked up from the ATX connector if you didn't want to use a voltage regulator. It's on the orange wires in the standard colour scheme.
