these numbers (and most polls actually) are totally innacurate. There is no way for them to measure such things, what about all the people that buy their games and go hide somewhere to play them? Do they have some sort of magical tracking device on these consoles that I wasn't aware of? lol. Somebody made those numbers up basically. go ahead, prove me wrong if you can.
Actually what Nielsen does is install tracking devices on the participant's TV's/Cable Boxes/ and in this case consoles and PCs. They create a control group that is statistically representative of the whole population and extrapolate based on that.
That's how the same company tracks the amount of people watching a TV show, by spying on a bunch of volunteers channel surfing habits.
On a side note, I bet the high amount of usage of Xbox 1 compared to the 360 is due to Xbox Media Center
