If im not mistaken, peripherals are considered part of the attach rate.
Typically the Game Attach Rate and the Accessory Attach Rate are tracked separately, when it is not specified which attach rate they're talking about it is usually assumed that they're talking about the attach rate of games.

In the last generation race, PS2 plainly had the best games and came out on top by a mile. 360 EASILY has the best games, and the attach rate shows it. Its a great shame that it isn't a clear victor
When looking at ESSENTIAL games for each console, I can name far more on the 360 then i can for either of the other consoles
I think in many reguards the 360 is the one on top... Most Gamers I know who were gamers in the last generation bought the 360 as their primary gaming platform.
I think the Wii's success isn't by selling to gamers but by mostly selling to people who last generation didn't own any game console at all, or maybe those who bought a PS2 just for guitar hero or a GC just for Animal Crossing.
The PS3 has also sold to many non gamers as a Blu-Ray Player with some extra functionality. When you have a $400 Blu-Ray player and a $400 PS3 that plays movies just as well but also has a library of games that can be played on it, the PS3 is obviously the better value.
The Wii is mostly expanding the gaming market... it's sales are higher than the other consoles but it's selling to people who otherwise probably wouldn't have bought a console, or at least not for another year or two.
I think if you took away sales this generation from people who didn't buy a console last generation, the statistics would make a whole lot more sense.
Similarly the Sales figures of PS3s are misleading because of how many people bought them for Blu-Ray players. You could argue that many people bought the PS2 as a DVD player, but the PS2 also didn't have any competition so while it's sales figures were inflated beyond the actual gamer market it didn't really confuse anything.
