Even if a game is 45GB, you could easily fit it onto 3 or 4 DVDs for a 360 version.
Besides that, last I'd heard the slower access times for blu-ray disks required developers to redundantly add the same level data with each level. At least he didn't say something else stupid like "because the game was coded from the ground up for the PS3". I'd seen that excuse before, even though COD4 and GTA4 were successfully recoded for different platforms as well.
I'll overlook Tretton's long line of idiotic statements for now. If he had said that it wasn't coming to the 360 because Sony had lined up the contract, or talked about the high level of physics calculations making a 360 port highly problematic for example, his above statement might mean something. But all I see here is a weak attempt at damage control. Despite FF XIII being developed through a platform designed for easy porting, the "coming exclusively for PS3" message when an earlier trailer ended on made the E3 announcement a surprise. With MGS4, at this point, it may only be a matter of time if there's no contract in place preventing it.
