Produced, shipped, and sold are three completely different terms.
- Units must be produced, before they can ship.
- Units must be shipped, before they can be sold.
If 20 million units are sold, there are more than likely a number of units sitting on store shelves (meaning more than 20 million have shipped. If stores have stock, then the producer's stock has depleted, and more units will be produced, waiting to be shipped.

They very well could be, but I think it's more of a direct business decision (financial or other) than a move to combat piracy (after all, if it were to be hacked, that means they've just ordered 5 million hackable drives. They were probably confident in the 79FLs too (before the passkey), but they didn't order as many.
They're also about to support full game installs that only require a disc to prove you have a real copy of the game you're playing in your possession at the time of play. I'm sure they're much more focused on making sure THAT doesn't become the new target.
Personally, I think the fact that there is no firmware hack for this drive may be the biggest asset to the scene's progress, as the system with the highest interest will no longer be "backup friendly", and pressure for a solution will manifest. If the drive is truly unhackable, the system itself probably isn't, and we may finally get a better foot in the door for homebrew.
