They sold HDD-less systems because:
1) They had a HDD in every XBOX1 & hardly any developer made use if it - they did not want to make that mistake again.
2) It was cheaper (most likely the main reason)
Arcades are good for one thing - being a replacement console for when you get banned.
Just put your HDD on the new console & off you go.
But when you think about it, having a HDD on the Arcade would be good for all parties,
1) Discontinuing the Arcade would remove the bottleneck - allowing Devs to optimize for the HDD.
2) I for one could do with a spare HDD enclosure to make a 120GB HDD
