Head Of State Quest Not Completing, HELP??? Options

Ok, here is the deal. I hav competed every quest and most of the achievments for the DLC for Fallout 3. My character is level 30, so I don't feel like starting a new game. My problem is with the quest titled HEAD OF STATE. Basically, in this quest you clear downtown DC, and the Abraham Memorial of super mutants and escort a band of escaped slaves from a place called The Temple of The Union to their new home, The Lincoln Memorial. Problem is I have gone through the whole quest but the freed slaves will not move from their home to the memorial so I cannot complete the quest and it makes me mad because no matter what I do, they just stand there and will not meet me at the memorial so I can get the achievment. Looks like I will have to make a new character because this quest has been known to be glitchy from what I have read. Others have had the same problem, which is a shame because its a quest i will never get to finish unless i play over from scratch and its holding me back from getting 100% completion which makes me not happy.
