I am looking for a utility that can read a directory of ISO's on my PC and rename them based on the name embedded in the XBE. Ive found some that rename the XBE both in and out of an ISO but nothing to rename the action .iso file.

I have a large collection and want to organize a little better. I searched but couldnt find, hopefully I missed it.

When you rip your games, that is the time to give the ISO a proper name. Unfortunately I know of no utility to do what you want.

I think you will just have to bear down and do the work or renaming everything manually to your liking.

Look on the bright side, everything will be all neat when you are done :-)
