I'm not sure if anyone's thought of this, but you know how the GoTY DLC plays on unmodded 360s, right? Well, I thought maybe someone could try opening the GoTY DLC for Oblivion, merge it with mods like Martigen's Monster Mod, and repack it. I think this might work because in most of the DLC new textures are added and work. By investigating this it might lead to an effective way to mod all of the Bethesda RPGs. Sadly I do not have any clue as to what format the GoTY DLC is in or how to un/repack it into that format. Also, maybe a way to get OBSE running is to make it part of a DLC?

I'm interested in this too. Are there any non-jtag mods possible at this time? It seems simple enough to open up an iso and drop a few esp's in there. Anybody care to point me in the right direction?
