Le Fluffie Latest Build, I can't input title ID C0DE9999 Options

Long story short... I have a package that I want to install in the C0DE9999 folder in my 4GB internal memory for m xbox360 slim. However, the title ID for the package is not C0DE9999. I am using Le Fluffie builde 69.0.0.25 with X360: 1.0.0.41 to extract the package so I can rebuild it with the title ID C0DE9999 and copy it so it shows up as a Demo Game. However, when I use Le Fluffie and try to make Title ID C0DE9999, the program keeps resetting it back to 1.

my questions are

1 - Why can't I change the Title ID?

2 - If I keep the Title ID what it is now, can I still install it in C0DE9999 so it shows up as a Demo Game?
