First they might use "Xbox Repair & Refurbishment" Test Equipment Boot Loader Utility disk to find out the condition of broken xbox.

well that just displays a yello wbox ont eh screen, to check if the xbox cna load a signed xbe off a dvd-rom

the software reset disc just does the same thing as slayers "restore HD to retail" option

neither will do anything to the effect of hardware repairs

If it is anything like any other refurbished line then they most likely run a check (Usually having a unit as mentioned previously) and then pull parts from stock. Time is money and they most likely just replace the part, it is costing you around $100 for them to look at it is it not?

Other refurbished systems are done by wholesale purchases certified (Usually just by paying a fee to someone like M$) and they get the returns and work on them by swapping parts.

As you can see I'm not 100% sure but I am just comparing to other company policies.

They deffinatly open them up and clean them out.

refurbs tend to have a second signature on the board with a different date.

I also suspect that they replace the plastic on a lot of them, because they always look good.
