guy sut gave me this he tried installing a chip last year and screwd it up

i have checked all the points and from what i can see they are all fine

are there anything i should be looking for?
maybe comon mistakes?

i noticed u have to dsolder tot he leg of a transistor.. maybe my problems..

The most common problem is that the surface-mount fuses blow and need to be replaced. I don't have a PSOne board in front of me, but there should be 3-4 fuses on the left side of the top of the mobo. Hook up your meter and check to see if you have continuity through each fuse. If not, replace it (or, not recommended, jump those points with a wire)
